The city of Willows is the county seat of Glenn County. The area was originally a small grove of willow trees. The grove of trees was used as a landmark for travelers from river ranches to the foothills. By the late 1860’s, Willows attracted enough people and became more established. Farmers began to settle in Willows and land could be purchased from $4 to $6 acres.
